1.170A-13; Recordkeeping and Return Requirements for Deductions for Charitable Contributions

Treasury Regulation 1.170A-13 identifies the records that a donor must obtain and retain in order to substantiate his/her charitable contribution of either money or property. It includes the definitions of qualified appraisal and qualified appraiser. Additional information on qualified appraiser and qualified appraisal rules is found in IRC Section 170(f)(11).

1.170A-14; Qualified Conservation Contributions

Treasury Regulation 1.170A-14 provides the official interpretation of the Internal Revenue Code by the U.S. Department of Treasury with respect to Section 170(h). It provides additional information and requirements regarding perpetual conservation restrictions, qualified organizations, allowable conservation purposes, and the valuation of contributions, among other things.

The proposed regulations reflect the enactment of the American Jobs Creation Act of 2004 and the Pension Protection Act of 2006 (PL 109-280) by updating the existing Treasury Regulations.
